About the licence

A licence to perform high risk work is required if you work with high risk equipment or plant. You can apply for 29 classes of competency under the licence to perform high risk work.

The licence is valid in every Australian state and territory, enabling you to operate high risk equipment under consistent standards everywhere in Australia.

All licences issued between 1 July 1995 and 30 June 2007 have been progressively expiring with the last set to expire on 30 June 2012. You must ensure that you transfer across to the licence to perform high risk work before this date. If you do not transfer your licence before it expires you will not be able to perform the work activities that your licence covers.

Certificates issued prior to 30 June 1995 have now expired. If you hold one of these certificates, you must not perform any work on that certificate. View the old style certificates of competency guidance note for more information.

Fee

  • New licence or adding classes to an existing licence - $60 per notice of assessment.
  • Transfers (from COC or Interstate) - $45
  • Renewals of existing high risk work licence - $45

Licence is valid for 5 years from date of issue.

Getting the application form

You can get the application form at participating Australia Post outlets and from the WorkSafe Advisory Service by calling 1800 136 089, or 9641 1444, or email info@worksafe.vic.gov.au

How to complete the form

  • Use black ink.
  • Print one character per box using BLOCK LETTERS.
  • Leave a space between words when filling out the application form.
  • Where required, mark boxes with an X.
  • Dates should be in DD MM YYYY format
  • Do not sign the form. You need to sign your application form in front of an Australian Post officer at the time of lodgment.

Where to send the form

  • You must lodge your completed application form in person at a participating Australia Post outlet.
  • Ensure your form is completed correctly and all supporting information is provided. Your signature must be witnessed by an Australia Post Officer when you lodge your application.
  • An Australia Post officer will check your application form, verify all supporting information and will forward your application to WorkSafe for processing.
  • Please retain your receipt from Australia Post, as well as the pink copy of your Notice of Assessment.
  • It will take up to four weeks before you receive your licence. More complex applications may take longer.

Apply for a new or additional licence class

For new applicants or to add an extra class to your licence, you must:

  • Arrange an assessment with an authorised licensed assessor.
  • Take photo identification (original and photocopy) to verify your identity at the assessment.
  • If the assessor deems you competent, you will be given two copies of the Notice of Assessment. The green original to be submitted with your application and the pink assessment summary to be kept by you as proof of competency until you receive your licence. (If you are not deemed competent, you should take your pink assessment summary to your re-assessment.)
  • Lodge your application at a participating Australia Post outlet and take:
  • a completed Licence to perform high risk work new or additional class application form - L2
  • the original green copy of the notice of assessment
  • a passport sized photograph
  • your original proof of identity documents (check here for Proof of identity requirements)
  • your existing certificate(s) or licence to perform high risk work (this will be returned after being checked by an Australia Post officer)
  • the required application fee - $60 per notice of assessment.

Australia Post will forward your application to WorkSafe. It will take up to four weeks before you receive your licence. More complex applications may take longer.

Renewal of High Risk Work Licenses

If you hold a current Victorian high risk work licence (issued after 1 July 2007), you will receive a renewal notice from WorkSafe Victoria 90 days before the expiry date shown on your licence card.

It is important that your name, address and contact details held by WorkSafe are up to date. If you have changed any of your details and/or you have not received your renewal notice, please contact WorkSafe Advisory to obtain a renewal pack and confirm your contact details.

To renew your licence to perform high risk work, you must attend an Australia Post outlet in person. The following documents will be required to lodge your renewal:

Certificates of Competency

Certificates of Competency tickets were issued under the previous Occupational Health and Safety (Certification of Plant Users and Operators) Regulations 1994.

Since the introduction of a Licence to Perform High Risk Work under the OHS Regulations 2007, the 5 year transition period for all Certificate of Competency holders has finished on 30 June 2012.

From 1 July 2012 all Certificates of Competency issued by WorkSafe Victoria are expired and employers must not allow persons to perform high risk work without a valid high risk work photo licence.

WorkSafe will continue to recognise an expired certificate of competency for transfer to a Licence to Perform High Risk Work. A transfer application form (L4 form - provided at Australia Post outlets) must be lodged at Australia Post in person. The following documents will be required:
